Determinants of reluctance to government investment in Kermanshah province

Abstract

One of the most important factors of economic development is the amount of investment in the economy. Attracting capital and investing is a way to accelerate the economy towards development. The necessity of investment is due to the fact that investment is one of the important issues in development and is of particular interest to economists. Since in developing countries including Iran, public investment is generally considered a policy tool among economists, there is a belief that public investment is an effective stimulus for private sector investment and thus a powerful tool for growth and stability policies. However, the lack of a suitable platform as well as the lack of a suitable model for attracting and accumulating capital is one of the most important challenges of the investment process in Iran and especially in the border areas. Kermanshah province, as one of the border regions of Iran, has not been able to achieve significant success in the process of attracting investment. The purpose of this research is to investigate the factors affecting the reluctance of government investment in Kermanshah province. For this purpose, by interviewing experts and economic activists, more than 30 variables were classified into four groups of economic, cultural and social factors. The results showed that economic obstacles with 31% (the largest share), infrastructural obstacles with 25%, administrative political obstacles with 23%, cultural and social obstacles with 21% (the lowest share) are the obstacles that constitute the reluctance to invest in the province. Then, using the random forest regression method, the most important variables in each group were identified. The variables of the growth rate of export volume and the ratio of tax revenues to total public revenues (economic factors), embezzlement and bribery (cultural and social factors) and in the field of variable infrastructure factors, the number of water branches and the growth of the number of mobile and landline phones per 1000 people were identified as the most important variables.
